卫星远程医学信息网站点建设与应用

摘要：随着通信技术的不断发展，卫星通信远程医学系统的应用领域正在逐步拓展。我院卫
星站点开通运行以来，不断健全组织管理，加强机构建设，加大宣传力度，提升业务能力，
拓展应用领域，使远程医学工作形式更加多样，服务内容更加丰富，服务质量不断提高。

Abstract: With the development of communication technology, the satellite-based telemedicine
system has been applied to more and more fields. Since the establishment of the satellite-based
telemedicine information website in our hospital, it has been operating smoothly with increasingly
improved capacity and broadened application through strengthened management and construction,
which has consequently varied the operation of telemedicine, enriched medical services and raised
service quality.

为促进军队卫生工作高科技、现代化、信息化，实现跨跃式发展，总后卫生部在全军建
立卫星远程医学信息网。全军远程医学卫星通信网络系统采用美国VITACOM 公司的
VIPERSAT 卫星通信系统，由一个主站(网络管理中心)和数百个远端地面(地球)站组成。卫
星资源选用鑫诺一号ku 波段转发器。网络结构划分为两个功能性子网(即数据通信／网络控
制子网和视频会议子网)以及网络控制系统[1]。我院卫星站点于2003 年9 月正式开通，运行
三年以来，不断健全组织管理，加强机构建设，加大宣传力度，提升业务能力，拓展应用领
域，使远程医学工作形式更加多样，服务内容更加丰富，服务质量不断提高。
1 健全组织管理
1.1 建立管理体制
根据总后卫生部指示精神，医院领导非常重视远程医学工作，成立了远程医学领导小组，
指定一名业务副院长担任组长，医务部副主任、信息科主任担任副组长。经常组织召开远程
