新型农村合作医疗管理信息化应用研究
摘要
建立和完善新型农村合作医疗制度是新时期提高农民健康水平、加强农村卫生工作
的重要抓手，是促进农村经济发展、构建和谐社会的重要保证。本文选取新型农村合作
医疗信息化管理作为研究对象，旨在考察和研讨如何进一步提升新农合管理水平这一课
题。当前，由于新型农村合作医疗制度覆盖面广、人员复杂、定点医疗机构分散、相关
信息量大，因此通过信息化提升新型农村合作医疗管理成为一种必然的选择。
本文在主要从信息化和新型农村合作医疗的相关内涵特点出发，阐述了信息化在新
型农村合作医疗管理中的重要性及其他医疗信息化的区别，简述了新型农村合作医疗信
息化的架构内容，介绍了对我国新型农村合作医疗管理的计算机网络化系统的现状及存
在问题及成因，调研分析了浙江省余姚市新型农村合作医疗信息化建设的具体实施情
况。结合中国具体情况，探讨新型农村合作医疗管理信息化的具体对策，为新型农村医
疗保障体系的建立和完善提供重要的技术支持。
新型农村合作医疗信息化管理就是应用现代信息学和管理学对新农合所需要的和
拥有的信息资源进行有效整合利用，提高工作效率、决策质量和调控能力，节约开支，
改善廉洁程度，改进新农合管理机构的组织结构、业务流程和工作方式，为新农合管理
工作提供一个包含管理方法和管理工具的技术平台。其重要意义为：提高工作效率、方
便农民群众；确保资金安全，取信于民；实施有利监督，降低成本；进行科学管理、民
主决策；实现资源共享，全面发展。目前，我国新型农村合作医疗信息化建设中存在资
金投入、认识不足等。提高新农合信息化水平，提升管理能力，提高政府效率，必须从
管理层面、技术层面两方面下功夫、求突破。加强政府公共管理职能，统筹规划信息化
建设。在农村合作医疗方面，急需重点考虑如何利用信息化管理医疗资金的筹集、使用、
报销、监管以及服务质量的控制等。信息化的支持不仅体现在完善的新型农村合作医疗
信息系统，还体现在通过远程医疗等现代手段均衡各地医疗资源方面，协助新医改建立
覆盖城乡居民的基本医疗卫生制度，实现安全、有效、方便、价廉人人享有的基本医疗
卫生服务的整体目标。

ABSTRACT
The establishment and improvement of new rural cooperative medical
system is improving their level of health in the new period, strengthening the
importance of rural health workers handle, is to promote rural economic
development, building a harmonious society an important guarantee. In this
paper, to select a new type of rural cooperative medical information
management for the study to study and discuss how to further improve the
management level IICA the subject. At present, as a result of new rural

introduced to China's new rural cooperative medical management of computer
network system of the status quo and existing problems and the causes of an
analysis of research, Yuyao, Zhejiang, the new rural cooperative medical
management of specific information management implementation. The specific
situation in China to explore the new rural cooperative medical management
information of the specific measures for the new rural medical insurance system
to provide the establishment and improvement of important technical support.

efficiency and quality of decision-making and regulatory capacity, cut expenses

management organization structure, business processes and working methods for

to provide a management tool and technology platform. Its significance as
follows: to increase work efficiency and convenience of the peasant masses; to

China's new rural cooperative medical care that exist in information technology
capital investment, lack of awareness. New-type rural cooperative to raise the
level of medical information to enhance the management capacity to improve
government efficiency, must be from the management level, the technical
aspects of both hard and seeking a breakthrough. Strengthen the government's
public management functions, information technology planning. In the rural
cooperative medical care, an urgent need to focus on how to make use of
information management health care financing, use, reimbursement, regulatory
and control the quality of service. The support of information technology not
only in improving the new rural cooperative medical information systems, also
reflected in the adoption of modern means of telemedicine throughout the
balance of medical resources, medical assistance to the establishment of new
urban and rural residents covered by basic medical and health system, to achieve
safe, effective, convenient and inexpensive for all the basic medical and health
services in the overall objective.

第一章绪论
第一节研究背景
随着我国全面建设小康化进程的不断深入，我国的经济状况一直在持续发展，整个
国家经济实力日益增强，国际地位更是逐步提高，但于此同时，目前广大农村的发展还
是比较缓慢，城乡差别不仅没有缩小，反而继续扩大，为此，党中央和政府专门提出统
筹城乡经济社会发展的要求。而新型农村合作医疗政策的实施就是其中重要的一部分，
它主要解决农民因病返贫，因病致贫等问题。新型农村合作医疗参加农民人数多、覆盖
地域广、应用管理复杂，涉及国家、省、市、县各级政府及财政、卫生等部门、各级各
类医疗卫生机构和金融机构、农民个人等各个方面，工作量大、任务要求高，要实现准
确结算、加强管理、信息沟通、事务公开和严格监督，依靠以往手工处理进行结算和报
告等方式已无法满足建立新型农村合作医疗制度的需要，必须充分利用现代计算机、数
据库、通讯网络等技术，以信息化作为完善新型农村合作医疗的重要手段。
